Administrative Services Roles and Responsibilities

The Administrative Services Unit provides Department of Finance employees with support and customer service in many areas such as business services, human resources, information technology, learning and development, and Finance’s operating budget.

The Business Services Office is responsible for Finance’s procurement services, contracts management, records and forms management, facilities and equipment operations, mail and supply, property inventory control, travel, parking, fleet, and transit, health and safety; which includes the ergonomic program and physical security.

The Human Resources Office provides knowledgeable assistance in the areas of civil service examinations, recruitment, hiring, benefits, pay, and employee employer relations. Information Services (IS) supports Finance’s information technology (IT) business needs and is comprised of three subunits; Infrastructure and User Support, Enterprise Systems Development, and Specialized Systems Development. IS provides customer-centric services which include desktop and mobile resources, telecommunication support, network architecture and infrastructure design and configuration, database design and development, system backup and recovery services, enterprise and specialized application development, provides Internet and Intranet web services, and develops and implements IT policies and procedures that promote security standards, controls, and processes to ensure Finance’s network infrastructure and information assets are adequately protected and secure.

Infrastructure and User Support staff provide server, storage, and network hardware and software installation and maintenance, helpdesk services, email management and support, workstation hardware and software support, desktop phone and mobile device support, VPN, wireless, and remote access support, and second-level technical support.

Enterprise and Specialized Systems Development staff develop enterprise and custom applications (including web-based applications) and systems; analyze, design, code, test, and support new and existing applications, database design, development, and administration, and develop, design, and maintain the Department’s Internet and Intranet web presence.

The Learning and Development Unit is responsible for coordinating internal training for Finance employees, registering employees for external training, ensuring compliance with mandatory training, coordinating distribution and receipt of statement of economic interest forms (Form 700), responding to Public Records Act requests, updating Finance’s Administrative Policy Manual, and performing various special projects.
