Roy Bell

January 6, 1975 to November 30, 1978

Roy Bell was appointed Director of Finance by Governor Edmund G. Brown Jr. on January 6, 1975. He was born in New Jersey in 1917. Bell received his education in California, including a master’s from Stanford University in 1941. A career civil servant for the State of California for over 28 years, he first entered state service as an auditor. In 1947, Bell transferred to Finance’s Budget Division progressing to head the Division in 1959 and served as Assistant Director of Finance beginning in 1963. From 1968 to 1969, Bell served as President of the National Association of State Budget Officers, an affiliation of the Council of State Governments.
