Speaker Bios

Joe Stephenshaw

Joe Stephenshaw

Director

Joe Stephenshaw was appointed as Director of the California Department of Finance by Governor Newsom in July of 2022. In this role, he serves as the Governor’s Chief Fiscal Policy Advisor. Prior to his appointment, Stephenshaw served in Governor Newsom’s Office as a Senior Counselor on Infrastructure and Fiscal Affairs.

Stephenshaw was Staff Director for the Senate Budget and Fiscal Review Committee from 2017 to 2022. He held multiple positions in the California Legislature from 2008 to 2017, including serving as a Policy Consultant in the Office of the Senate President pro Tempore, a Special Advisor to the Speaker of the Assembly, and as a Budget Consultant for both the Assembly Budget Committee and the Senate Budget and Fiscal Review Committee. Stephenshaw was a Budget Analyst for the California Department of Finance from 2005 to 2008.

Stephenshaw is a graduate of Menlo College with a bachelor’s degree in Business Administration. He also earned a Master of Business Administration degree from California State University, Sacramento.

Madison Jablonski-Sheffield

Madison Jablonski-Sheffield, MPH

Staff Finance Budget Analyst, Health & Human Services Unit

Madison Jablonski-Sheffield is a Staff Finance Budget Analyst in the Health and Human Services Unit at the California Department of Finance.

Jablonski-Sheffield has been at the Department of Finance since 2019 and currently conducts analyses for and defends the Administration’s healthcare-related budget and policy proposals impacting the Department of Health Care Services and the Mental Health Services Oversight and Accountability Commission. She previously oversaw the budgets for Department of Managed Health Care, the Office of Statewide Health Planning and Development, and Covered CA.

Jablonski-Sheffield is a graduate of University of California, San Diego with a bachelor’s degree in Physical and Biological Anthropology. She also earned a Master of Public Health degree from University of California, Davis.

Brian Fuller

Brian Fuller

Staff Finance Budget Analyst, Natural Resources, Environment, and Capital Outlay Unit

Brian Fuller is a Staff Finance Budget Analyst in the Natural Resources, Environment, and Capital Outlay Unit at the California Department of Finance.

Fuller has been at the Department of Finance since 2017 and currently oversees the budgets for the Department of Water Resources, and has recently worked on the Administration’s Water Resilience Portfolio, statewide flood protection, and the historic investments made by the state over the last two years in drought response efforts, among other Administration priorities. Fuller previously worked on the lease revenue debt service budget and capital outlay budgets for a number of departments within the Health and Human Services Agency as well as a variety of climate-related issues.

Fuller is a graduate of University of California, Davis with a bachelor’s degree in Sociology and Political Science. In his spare time, Fuller enjoys bike rides along the American River trail and talking trash in a Sunday softball league.

Cheryl McCormick

Chief of the Office of State Audits and Evaluations

Cheryl McCormick is the Chief of the Office of State Audits and Evaluations within the California Department of Finance. McCormick has been a member of the OSAE team for 26 years – starting as an entry-level auditor. McCormick is responsible for establishing audit policies and procedures, and working on many unique and complex financial and performance audits including both governmental and private entities.

McCormick is a graduate of California State University, Sacramento with a bachelor’s degree in Business Administration – Accountancy. McCormick is also a Certified Public Accountant.

Mathew Rios

Mathew Rios

Financial Performance Evaluator II, Office of State Audits and Evaluations

Mathew Rios is a Financial Performance Evaluator II in the Office of State Audits and Evaluations within the California Department of Finance. Rios has been a member of the OSAE team for 7 years. Rios started in OSAE’s Local Government Unit working on a variety of Redevelopment Dissolution Assignments, before moving to audits. He has worked on various audit assignments including the California Oil Spill Prevention, Response, and Preparedness Program, Propositions 1 and 1E, Proposition 1B, and the State Fiscal Recovery Fund Audit.

Rios is a graduate of graduate of California State University, Sacramento with a bachelor’s degree in Business Administration – Accountancy.

Financial Performance Evaluator II, Office of State Audits and Evaluations

Mark-Anthony Lacy is a Financial and Performance Evaluator II in the Office of State Audits and Evaluations within the California Department of Finance. Lacy has been a member of the OSAE team for 3 years. Lacy has worked on a wide array of grant performance audits including Office of Traffic Safety grants, Proposition 1E, Proposition 1B, and California Air Resources Board grants.

Lacy is a graduate of graduate of California State University, Sacramento with a bachelor’s degree in Business Administration – Accountancy.

Dana Cruz

Dana Cruz, Esq. (Moderator)

Principal Program Budget Analyst, Forecasting Unit

Dana Cruz is a Principal Program Budget Analyst in the Forecasting Unit at the California Department of Finance.

Cruz has been at the Department of Finance since 2017 and currently supervises a statewide team that coordinates, monitors, implements, and oversees significant multibillion dollar federal fund investments to the state, including COVID-19 recovery and relief, infrastructure, climate, and health funds. Previously, Cruz worked on housing, homelessness, labor, emergency response, natural resources, and capital outlay budgets.

Cruz is a graduate of University of California, Berkeley with a bachelor’s degree in Political Science and minor in Public Policy. He also earned a Juris Doctor degree from University of California, Davis School of Law. A licensed attorney, Cruz serves as a judge advocate in the California State Guard. Cruz is currently obtaining a Public Leadership Credential from the Harvard Kennedy School of Government.

Meredith Frazer

Staff Services Manager, Administration Unit

Meredith Frazer is the Manager of the Learning and Development, Recruitment, and Employee Engagement team within the Administration Unit at the California Department of Finance.

Frazer is a graduate of St. Bonaventure University with a bachelor’s degree in Sociology and Criminology. She also earned a Master of Education degree from National University.
