County General Fund COVID-19 Allocations

The Budget includes $750 million to provide support for counties experiencing revenue losses for realigned programs. In utilizing these funds, counties will prioritize support for health and human services, entitlement programs, and programs that serve vulnerable populations. To the extent the federal government provides sufficient eligible funding by October 15, 2020, an additional $250 million may be provided to counties for the aforementioned purposes.

Certification Process

Counties must email a PDF of the following certification form to Finance at CountyGFAllocations@dof.ca.gov by no later than 11:59 P.M. Pacific Time on on the 1st of every month during the 2020-21 State Fiscal Year, beginning October 1, 2020. Applications received after that time and date may be disallowed.

Additional Information

  • Funding is contingent on the counties adherence to federal guidance, the state’s stay-at-home requirements and other health requirements as directed in gubernatorial Executive Order N-33-20, any subsequent executive orders or statutes, and all California Department of Public Health orders, directives, and guidance issued in response to the COVID-19 public health emergency.
  • The initial $125 million was disbursed to counties in July 2020. The remaining $625 million was disbursed in September 2020. A schedule can be found here: GF-02
