Post-Census College Survey

The Department of Finance’s Demographic Research Unit is the designated representative for California in the U.S. Census Bureau’s Post-Census Group Quarters Review (PCGQR) program, which allows state and local governments to request a review of their 2020 Census population counts of group quarters (such as college dormitories).

The COVID-19 pandemic disrupted normal living situations at college campuses throughout the state, and as a result, many students may have been counted in the wrong place, or may not have been counted at all. To help ensure that students at each school are accurately counted in the 2020 Census, the Demographic Research Unit is conducting the Post-Census College Survey on the number of students and faculty that would have been living in each residence hall or other college group quarters associated with each school on Census Day (April 1, 2020) if not for the COVID-19 pandemic. This information will be used to evaluate whether a PCGQR case should be submitted for the jurisdiction where each school resides, and to improve the Department of Finance’s population estimates and projections, which are used to allocate state subventions, set expenditure limits, and inform planning and policy decisions.

Note: Responses are structured so that a single institution may have many residence halls or apartments associated with it. If a school has more than 10 residence halls, a tabular submission is required. Please note that ActiveX controls are only available on the Windows for Excel.
