Russell Gould

August 1, 1993 to February 24, 1996

Russell Gould was appointed Director of Finance by Governor Pete Wilson on August 1, 1993. He graduated from the University of California, Berkeley, with a bachelor’s degree in political science. Prior to his appointment, Gould was the Executive Vice President at the J. Paul Getty Trust. In 1983, he became the Chief Deputy Director of Finance. In 1991, Governor Wilson appointed Gould to be the Secretary of Health and Human Services, before coming back to Finance through his appointment as Director in 1993.

After his tenure at Finance, in 1996, he joined the Metropolitan West Securities. In June 1998, he was nominated by Governor Wilson to serve on the University of California Board of Regents. However, in November of that year, his nomination was rescinded by Governor Gray Davis. In 2005, Gould was nominated again, this time by Governor Arnold Schwarzenegger, and was confirmed by the Senate to serve a 12-year term on the Board of Regents.
