Department of Finance Directors

Russell Gould was appointed Director of Finance by Governor Pete Wilson on August 1, 1993. Prior to this appointment, Mr. Gould served as the Governor’s Cabinet Secretary of the Health and Welfare Agency. After leaving his position as the Director of Finance, Mr. Gould became a Partner with Metropolitan West Financial and subsequently served as the Executive Vice President and Chief Investment Officer of the J. Paul Getty Trust. Russ Gould served as a Member and Chair of the UC Board of Regents from 2005-2017. In addition, Mr. Gould served for more than a decade as a member and then Chair of the California Chamber of Commerce. He graduated from the University of California, Berkeley, with a bachelor’s degree in political science.
